SKPA-2 Legacy Products
As the SKPA-2 program continues into Phase 2
(Jan 2026–Dec 2027), Health Equity Matters has developed a set of legacy knowledge products.
These products capture key lessons, models and evidence generated during the first phase of implementation across priority countries and thematic areas.
They document what worked, why it mattered, and how successful approaches can be sustained or adapted as countries transition toward greater domestic ownership of key population HIV responses.
The legacy products include:


Strengthening Accountability: SKPA-2’s Community-Led Monitoring Approach
This legacy brief documents how Community-Led Monitoring (CLM) evolved under SKPA-2 from small-scale pilots into nationally embedded accountability systems in Sri Lanka, Bhutan and Mongolia.
It outlines SKPA-2’s CLM framework, digital innovations, and governance mechanisms, and demonstrates how community-generated data has been institutionalized within national HIV programs to drive service improvements, policy reform, and greater accountability for stigma, discrimination and quality of care.


Financial Sustainability of Key Population HIV Services
This brief captures SKPA-2’s approach to advancing the financial sustainability of key population HIV services in a context of declining international funding.
It documents strategies used to strengthen domestic financing, engage Ministries of Health and Finance, support civil society advocacy, and integrate sustainability considerations into national HIV planning. The brief highlights practical lessons on navigating political economy constraints and building long-term funding pathways for community-led services.


Drug Policy Reform Efforts in Malaysia
This legacy brief documents SKPA-2’s role in supporting drug policy reform in Malaysia through evidence-based advocacy, coalition building, and the development of public-health–oriented alternatives to punitive approaches.
It outlines the Drug Policy Program Malaysia (DPPM) model, key milestones toward decriminalization of minor drug offenses, and lessons on building national ownership, engaging law enforcement and religious leaders, and aligning drug policy reform with HIV sustainability and harm reduction goals.


Chemsex and Harm Reduction in Asia
This brief captures SKPA-2’s regional approach to addressing chemsex through harm reduction, community-led service models, and capacity strengthening.
It documents how emerging evidence, community experience, and regional collaboration informed the development of practical tools and training resources to support safer chemsex responses, while highlighting gaps in policy, service delivery, and data that require continued attention.

In addition to the four legacy briefs, this page also includes a PrEP Implementation Status Update published in early 2025.
This document captures progress to date in PrEP implementation under SKPA-2, emerging challenges, and early lessons from country experience. It reflects a similar learning-focused approach and complements the legacy briefs by documenting implementation realities and learning.
